The Bangladesh University Grants Commission (UGC) is on the way to formulate a ‘Blended Learning’ policy in higher education. The UGC made the decision at a virtual meeting on Thursday (May 27th) to formulate policies on up-to-date teaching and learning methods in higher education by combining online and onsite education systems. The meeting also formed a working committee to formulate a ‘Blended Learning Policy’.
According to the decision of the meeting, a blended learning policy will be formulated so that Bangladesh does not lag behind in the field of higher education. The policy will be formulated by combining online and onsite education.
Participating in the virtual meeting, UGC member Professor Biswajit Chanda said, “As a part of the implementation of ‘Strategic Plan for Higher Education in Bangladesh 2018-2030’ to improve and ensure the quality of higher education, ‘Blended learning’ like developed countries by combining online and onsite education system will be formulated. The policy will be formulated with the aim of creating the capacity to continue online and onsite teaching at the same time in any program or course of the universities in the future. In formulating this policy, attention will be paid to our own culture, capabilities, socio-economic status and international standards.”
UGC member Prof. Dil Afroza Begum said, “This policy will look into the matter of introducing virtual teaching apart from onsite teaching, even during normal period.”
Taking part in the meeting, UGC member Professor Sajjad Hossain said, ‘Online education is the reality of the time due to the demands of the age and Covid-19 situation. There is no institutional approval for conducting online education in the country till now. This is badly in need to formulate ‘blended learning’ and ‘online learning’ to new phase. This policy will take UGC to a new height.
UGC member Prof. Muhammad Alamgir said, “It is time to introduce ‘Blended Learning Education’ in the higher education institutions of Bangladesh. “After reviewing the policies of different countries of the world, the working committee will prepare a preliminary draft, which will be finalized after the review of the main committee.”
The meeting was chaired by Professor Biswajit Chanda. Professor Kazi Mohaimin As-Sakib of the Institute of Information Technology, University of Dhaka; Dr. Khademul Islam, Professor of Computer Science and Engineering, Rajshahi University; Dr. AFM Saiful Amin, Professor of Civil Engineering, Bangladesh University of Engineering and Technology (BUET); Dr. Md. Mozzammel Haque Azad Khan, Professor of the Department of CSE, East West University; Dr. Sadequl Islam, Professor of Computer Science and Engineering at United International University; Dr. Shamsul Arefin, Director of public relations and information rights, UGC and Jasmine Parveen, Additional Director, SPQA were connected in the meeting.
The meeting was conducted by Dr. Fakhrul Islam, Director of Strategic Planning and Quality Assurance of the Commission.
